About the Commission
The Communications and Media Commission (CMC) was established under Order No. 65 of 2004 as an independent regulatory body responsible for regulating the media, telecommunications, and information technology sectors in the Republic of Iraq. The Commission enjoys financial and administrative independence in accordance with the applicable constitutional and legal frameworks and carries out its regulatory and oversight responsibilities in a manner that promotes the public interest and supports a fair and effective regulatory environment.
Within the scope of its legal mandate, the Commission regulates and licenses activities across the media, telecommunications, and related service sectors, manages and regulates the use of the radio frequency spectrum, and monitors compliance with applicable regulatory and professional standards. It also works to protect the rights of beneficiaries and monitors the quality of services in accordance with applicable laws, regulations, and instructions.
For more than two decades, the Commission has continued to develop its regulatory frameworks in response to rapid changes across the media, telecommunications, and information technology sectors. Through these efforts, it contributes to promoting competition, protecting users’ rights, supporting innovation and digital transformation, and advancing the economic and social development of the Republic of Iraq.

How we are structured
A clear institutional hierarchy: a Board of Commissioners that sets policies and issues decisions, and an Executive Body that directs the specialised departments and the Governorate Offices to implement them on the ground.

The executive arm
The Executive Body manages the Commission's day-to-day work and translates the decisions and policies of the Board of Commissioners into effective programmes and procedures; it oversees the operation of the specialised departments and the Governorate Offices, manages human and financial resources, and follows up on the implementation of annual plans and institutional performance indicators.
The Executive Body also serves as the Commission's interface with government entities, licensed companies, and peer international organisations, and submits periodic reports to the Board on the sector's performance and developments, proposing whatever regulatory updates are needed to keep pace with them.

Executive Director of the Communications and Media Commission
A telecommunications engineer with more than twenty years of experience in network planning, frequency spectrum management, and major regulatory projects. He has overseen the national Quality of Service measurement programmes and the Commission's digital transformation portfolio, represented Iraq at forums of the International Telecommunication Union (ITU), and led the teams that prepared the national roadmap for fifth-generation (5G) services.
