The Communications and Media Commission (CMC) derives its regulatory mandate from Order No. 65 of 2004 and the subsequent legislation in force, and pursuant to it issues binding instructions, regulations, and decisions that govern the work of media institutions, telecommunications companies, and digital service providers in the Republic of Iraq.
This library brings together all official texts in one place in downloadable electronic formats, and is updated as soon as any legislation or amendment is issued, to serve as the primary reference for licensees, researchers, investors, and judicial and oversight bodies. The electronically published version is identical to the paper version kept in the Commission's records.

How do you request a certified copy?
The electronic copies published in this library are approved for general reference and use. When you need a paper copy certified with the Commission's seal — for judicial, contractual, or official purposes — follow these steps:
- 1Submit a written request addressed to the Commission's Legal Department, stating the document's title and the purpose of the certification.
- 2Attach proof of the applicant's legal capacity (official identification, or a letter of authorization for legal entities).
- 3Pay the prescribed reproduction and certification fee at the Accounts Division and keep the receipt.
- 4Collect the certified copy from the Commission's headquarters within three working days, or by official mail upon request.
